The Healthy Texas program is a new statewide health insurance benefit plan designed for small business owners and their employees.  The program is designed to greatly reduce the cost of employer health insurance premiums by using a State funded pool to subsidize health insurance costs.

 

Background

Almost 6 million employed Texans do not have health insurance coverage.  Having health insurance and access to care have consistently been shown to lead to a better health status.  Primarily due to the high cost, it has been difficult for Texas small business owners to provide coverage to their employees.

The Healthy Texas Program allows for state dollars to go where they are most needed and can do the most good –  to the uninsured small business workers. 

 

How It Works

Employers can select and enroll in one of the five health plans approved by the Texas Department of Insurance.  From the enrollee’s perspective, the health plan will operate like any private market PPO plan.  However, Healthy Texas, partnered with the private health insurer will together leverage both public and private funds to cover the insurance costs.    

This minimizes administrative costs by building on the existing employer-based health insurance models and creates an infrastructure compatible with future insurance exchange models.  Enrollment is simple because there is no medical underwriting.

New Healthy Texas Plans Announced

AUSTIN – The Texas Department of Insurance (TDI) has approved new plans for the Healthy Texas program. Healthy Texas now offers a total of #5 plans an employer can enroll in. All plans are now available with Celtic and United HealthCare. The plans can be viewed at the “Benefit Plans” tab to the left of this page.

Statewide Media Launch

AUSTIN – The Texas Department of Insurance (TDI) launches a state-wide advertising campaign for Texas businesses without group medical coverage.  The campaign will consist of public and commercial advertising through various media outlets including radio and billboards across the State of Texas.  The goal is to inform and educate the business community of the Healthy Texas Program.
